In 1963 McClellan Air Force Base, Sacramento buried hazardous waste on land adjacent to their golf course. In 1972 a "highly placed civilian employee with McClellan was named Chairman of the Sacramento County Planning Commission." In 1985 builders John & Laura Mourier of John & Laura Mourier of JMC Homes, Roseville California built eighty-five homes on top of the hazardous waste. The builder didn't own the land when he and his wife laundered the stolen, toxic property through FHA/HUD, and VA insured loan programs.
