Whom do you refer to? Mr. Spinney or Mr. Baker?
Curiously, what is your background prior to entry into the oficer corps? Are you prior enlisted? If so, for how long?
I would offer that many good, honest people exist within the system, see what is wrong, and try diligently to fix their little piece. They will experience some success, and with like minded folks may make some significant changes. A few brave souls, at risk of their careers, dare to challenge the overall system and fix that. They will either 1) have an incredible influence on the changes if successful due tho their daring or 2)more likely, be amongst those who dared mighty things and failed, but at least tried to make big changes.
I think you can be in the system, but not be part of it.
