In a global economy where disease and ideas can spread quickly, a new definition of security is required. While the United Nations focuses here on human suffering, as practical people we should simply recognize that internal instability such as is characteristic of Africa is creating diseases, migrations, and criminal threats that are inevitably coming into each of our countries.
TRANSITION: To plan for an effective national strategy, it is essential to have an appreciation for the global security situation.
