While the core force must have a minimal mandatory physical aspect, the most important aspect is moral & intellectual.

Small, first, and smart is better than big, late, and stupid.

The core force must be flexible, intelligent, able to quickly organize different kinds of coalitions, and above all reliable in the sense of being adaptable rather than rigid when meeting new conditions.
