We are in consequence grossly over-funded on standing military forces and high-tech complex systems that are not effective in three-quarters of the conflicts facing us,
...while we have very limited funding for capabilities that are desperately needed to deal with transnational crime; refugees, disease, water and food issues; and modern economic and electronic competition.
